The purpose of the Administrator for Research and Evaluation will lead the Maricopa County Education Service Agency in gathering, analyzing, presenting, and using data that strengthens the agencies innovative initiatives and helps Maricopa County schools increase student achievement.

Position Qualifications:

Minimum education and/or experience:
Master's degree in Education, Psychology, Social Sciences, Information Technology, Statistics or a closely related field and three (3) years' experience in education program implementation and administration that includes data management systems and program evaluation.

Specialized training, certifications, and/or other special requirements:
Must possess, or have the ability to obtain by the time of hire valid Arizona driver's license, fingerprint clearance card, and background clearance.

Knowledge, skills, and abilities:
Knowledge of quantitative and qualitative analysis. Knowledge of data organization and analysis software for storing, analyzing, and reporting qualitative and quantitative data. Knowledge of research methods and techniques used in studying educational programs, including project planning, methodology, reporting, and processes. Knowledge of statutory law, case law, federal regulations and state regulations governing the operations of education service agencies in Arizona. Skilled in verbally communicating with others to convey information effectively. Ability to effectively plan, organize, and manage time. Ability to work well under pressure in a multi-task environment. Ability to apply professional knowledge and administrative ability to the specific education project. Ability to reason logically and think independently and creatively on educational projects. Ability to operate personal computer with a general understanding of application software and an understanding of the Internet. Ability to plan, organize and facilitate the application, management, and administration of federal and state entitlements, grants, and other funds.

Preferred education and/or experience:
Five (5) or more years' experience in research and evaluation for a school and/or district. Ph.D. or Ed.D. in social sciences, education, research and evaluation, or statistical measurement. Experience working in the education sector and a demonstrated familiarity with the policy issues and challenges of public PK-12 education Experience leading, conducting, and managing educational research and evaluation projects that require multiple qualitative and quantitative research designs and methodologies.
Essential Job Tasks:
Initiates research projects and/or literature reviews to inform MCESA initiative development. Compiles scientifically sound research and create repository that makes a positive contribution to the educational enterprise by attending to the Ethical Standards of the American Educational Research Association. Creates web-based professional research repository to disseminate findings from research, MCESA's initiatives, and from field-based findings. Assists in grant planning for MCESA initiatives, including the development of grant goals, objectives, and activities, as well as program evaluation activities. Coordinates with MCESA staff and external consultants to implement external program evaluation plans for MCESA initiatives and grant programs. Applies statistical analysis and appropriate research methods to conduct internal program evaluation for MCESA initiatives and grant programs. Defines data needs, establish valid tools, refine systems for data collection, and prepare stakeholder-specific reports on agency operations and administration. Collaborates with the Arizona Department of Education and Maricopa County Schools to access, aggregate, and warehouse student and educator data. Uses available technologies to create systems to aggregate and disaggregate student information data. Creates data repository that can be used and understood by all vested stakeholders for reporting on agency, district, school, and program progress. Supplies project managers with necessary data for interim and annual performance reporting for grants management. Oversees the assessment of current data management systems in MCESA partner districts in collaboration with MCESA staff and federal and state program directors. Creates data management systems in MCESA, in collaboration with MCESA staff and federal and state program directors that will enable agency to make informed decisions, report progress, manage resources, and measure success. Develops and implement processes and reports to enable users to review, modify, or verify information contained in the data management system throughout the year. Provides training and technical support for program data coordinators. Collaborates with other project managers.

Typically successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
